Serang City Government and Teach First Indonesia Sign MoU to Improve Education Quality

Daftarsbmptn.comThe Serang City Government and the educational organization Teach First Indonesia (TFI) officially signed a Memorandum of Understanding (MoU) to improve the quality of basic education in Serang City. The signing took place at Gempol Elementary School in Serang City on Tuesday, December 9, 2025, as part of a joint effort to strengthen teacher competency, improve school governance, and expand access to learning for children in priority areas.

Serang Mayor Budi Rustandi stated that this collaboration is a strategic step towards realizing the vision of a Smart, Virtuous, and Caring Serang City. He stated that TFI’s presence will help accelerate improvements in the learning process in schools requiring special intervention. He stated that Serang City was selected as one of the program’s pilot areas after an assessment of regional readiness and commitment.

In the initial phase, TFI will deploy approximately 15 young teachers, known as fellows, who are graduates of leading universities in Indonesia. These fellows will be placed in several elementary schools across districts with the greatest needs, including areas that have faced challenges such as teacher shortages and inadequate facilities. The initial program is designed to run for one year and can be expanded if results show a positive impact.

Teach First Indonesia CEO, Rianto Putra, stated that the program aims to address systemic issues by strengthening the quality of classroom learning. The intervention focuses on pedagogical training for teachers, developing basic reading and numeracy strategies, and mentoring school management to create a more conducive learning environment. In addition to placing fellows, TFI will also collaborate with the local Education Office to develop a work plan and indicators of success.

The Head of the Serang City Education and Culture Office welcomed the program and emphasized that the partnership will not burden the Regional Budget (APBD), as Teach First Indonesia will cover the costs of the fellows’ arrival and operational costs. The office will also facilitate the program’s integration into school activities to ensure the intervention is sustainable and measurable.

Community leaders and several school principals present at the event expressed optimism about this initiative. They hoped that the fellows’ placement and training series would have a tangible impact, including improving student literacy and numeracy skills, strengthening teacher competencies, and improving school management, thereby increasing the quality of education in Serang City.

The collaborative program between the Serang City Government and Teach First Indonesia is expected to serve as a model for efforts to improve education quality in other regions. Both parties have pledged to conduct regular evaluations to measure achievements and formulate corrective measures to achieve the long-term goal of quality learning for all children.
