Learning evaluation is also a key element of this new regulation. The Ministry of Education and Culture proposes a shift from the traditional evaluation system to a more holistic and continuous assessment. Grades will no longer be the sole indicator of student success.

Formative and summative assessments will continue to be used, but with an emphasis on students’ ability to achieve essential competencies, rather than simply memorizing. Furthermore, project-based, portfolio-based, and observation-based evaluations will be strengthened to provide a more comprehensive picture of students’ learning progress.

With this approach, the government hopes to establish a fairer evaluation system that does not put pressure on students and encourages the development of individual potential.

Digitalization of Education Becomes the Main Foundation

This new national education regulation also brings a new direction to the digitalization of education, bringing a more structured approach. The government wants to ensure that technology is used not only as a supporting tool, but also as an integral part of the teaching and learning process.

The Ministry of Elementary and Secondary Education plans to strengthen the use of digital learning platforms, a national question bank, educational video content, and an integrated education data system. This entire ecosystem will be integrated into a single national portal, making it easier for schools, teachers, students, and parents.
