During the operation, the KPK team arrested 13 people, including Ponorogo Regent Sugiri Sancoko, several regional government officials, and private sector officials.

According to an official statement received by ANTARA News, the arrests were made after the KPK team received public reports regarding the practice of buying and selling positions within the Ponorogo Regency Government.
“Yes, the KPK has conducted a sting operation against several parties in Ponorogo, East Java. The team is currently taking them to Jakarta for further questioning,” said KPK spokesperson Ali Fikri on Saturday morning (November 8).

Chronology of the Arrests

The KPK investigative team moved swiftly on Friday afternoon after monitoring several meetings between regional officials and intermediaries at an official residence.

The operation was conducted at several different locations: the regent’s office, official residences, and hotels in Ponorogo City.

At around 7:30 PM WIB (Western Indonesian Time), the team successfully apprehended Regent Sugiri Sancoko and several officials who were conducting transactions.

KPK Deputy Chairman Nurul Ghufron said the modus operandi of this case was similar to several previous regional head corruption cases.
“The Regent is suspected of accepting money from officials or civil servants (ASN) seeking certain positions. This practice clearly undermines the value of meritocracy in the bureaucracy,” he said.

According to initial information, the bribe money was collected by intermediaries from among civil servants and private parties close to the Regent’s circle. The funds were then disbursed in installments each time a new official was inaugurated.

Intensive Questioning in Jakarta

On Saturday morning (November 8th), Sugiri Sancoko arrived at the KPK building at around 8:10 a.m. Western Indonesian Time (WIB), wearing a black shirt and a medical mask. He refused to answer reporters’ questions and was immediately taken to the second-floor questioning room.
In addition to Sugiri, the KPK also questioned the Ponorogo Regional Secretary, the Head of the Regional Personnel Agency (BKD), the Director of the Regional General Hospital (RSUD), the Head of the Mutation Division, and three private parties suspected of acting as intermediaries in the transactions.

The KPK has 24 hours to determine the legal status of the parties. If strong evidence is found, the Corruption Eradication Commission (KPK) will name a suspect and detain him.
Meanwhile, several important documents, such as a list of civil servant transfers, transfer records, and electronic chat conversations, have been secured as preliminary evidence.

This arrest immediately shocked the public in Ponorogo. The district government office was deserted since morning.
Several civil servants interviewed by reporters expressed surprise, but others were not surprised, as rumors of job-buying practices have long been heard.

“There have been rumors like this many times. If it’s proven to be true, then firm action must be taken,” said one civil servant who declined to be named.

The Ministry of Home Affairs stated that it would appoint an Acting Regent of Ponorogo if Sugiri Sancoko is officially named a suspect. “In principle, public service must not stop,” said the Director General of Regional Autonomy at the Ministry of Home Affairs, Restuardy Daud, in a brief press conference.

The Corruption Eradication Commission (KPK) emphasized that the sting operation in Ponorogo is part of a broader agenda to eradicate corruption in the regional government sector.
Since early 2025, the anti-corruption agency has conducted sting operations against six regional heads, mostly related to the sale and purchase of positions and project procurement.

“We will not stop. Regional heads must be role models of integrity, not perpetrators of corruption,” asserted KPK Deputy Chairman Ghufron.
